Chargebacks (Out-of-County Tuition Authorization)
The chargeback process is established by the State of New Jersey to allow eligible students to attend a community college outside their home county without incurring the full out-of-county tuition rate when their home county college does not offer their selected program or lacks available space.
A chargeback request may be approved by the student’s home county community college under the following circumstances:
- The requested academic program or course is not offered by the home county community college.
- The program or course is offered but has no available capacity at the time of registration.
To request a chargeback, students must obtain a Certificate of Inability to Admit from their home county community college and submit all required documentation to their county Treasurer’s Office. Required documentation typically includes:
- Completed Certification of Inability to Admit (chargeback form)
- Current class schedule
- Valid government-issued photo identification or Social Security card
Out-of-County Residents Attending Atlantic Cape
Students who reside outside of Atlantic and Cape May Counties may enroll at Atlantic Cape Community College. To be considered for in-county tuition rates, students must secure an approved chargeback authorization from their home county at the time of registration. Students who do not obtain chargeback approval are responsible for paying the out-of-county tuition rate. Additional tuition information is available on the Costs and Payments webpage.
Atlantic and Cape May County Residents Attending Other Colleges
Residents of Atlantic or Cape May Counties who intend to enroll at another New Jersey community college in a program not offered by Atlantic Cape, may request a Certificate of Inability to Admit (chargeback) from Atlantic Cape. Requests must be submitted by the following deadlines:
- Fall semester: October 15
- Spring semester: March 1
- Summer semester: July 18
Requests received after the stated deadlines will be automatically denied.
Atlantic County residents must present the approved form to the Atlantic County Treasurer’s Office. Cape May County residents must present the approved form to the Cape May County Treasurer’s Office. If a chargeback request is denied by the county, the student must return the documentation to the out-of-county college they plan to attend and will be responsible for any applicable tuition differential.
